Lagos State House of Assembly passes N874bn budget one month to end of Governor Ambode’s tenure

On Monday, the Lagos state house of assembly passed the state’s 2019 appropriation bill of N873.532 billion for 2019, barely a month to the end of Governor Akinwunmi Ambode’s tenure.

The approval came more than 80 days after the governor presented the appropriation bill of N852.316 billion on February 5, to the state assembly. The passage followed the adoption of the report and recommendations of the house committee on budget and economic planning, headed by Gbolahan Yishawu (APC-Eti-Osa II).

The house approved N393,841,387,020 from the consolidated revenue fund for recurrent expenditure and N479,691,073,705 from development revenue fund for capital expenditure. The budget size thereby totalled N873,532,460,725 which is N21.216 billion higher than the budget size presented by Ambode. Mudashiru Obasa, the speaker of the house, commended Yishawu and members of his committee for a thorough scrutiny of the budget.

“That a bill for a law to authorise the issue and appropriation of N393,841,387,020 from the Consolidated Revenue Fund for recurrent expenditure and N479,691,073,705 from Development Fund for capital expenditure thereby totalling a budget size of N873,532,460,725 for the Year ending 31st December, 2019 be passed into law,” Obasa said.

The house passed the bill into law after Obasa had conducted a voice-vote on each of the allocations for ministries, departments and agencies. Obasa directed Azeez Sanni, the clerk of the house, to send a copy of the bill to Ambode for his assent.

The 2019 budget is N287.68 billion lesser than that of 2018, which stood at N1.04 trillion. The budget has a capital expenditure of N462.757 billion and a recurrent expenditure of N389.560 billion. The capital to recurrent ratio of the budget stood at 54:46.

President Trump describes Mexico as one of the 'most dangerous country' in the world

President Trump has described Mexico as one of the world’s "most dangerous" countries in a Monday night tweet.

The president claimed that drug cartels are "in total control" of the area south of the U.S. border and warned that Mexico "must eradicate this problem."

"The Coyotes and Drug Cartels are in total control of the Mexico side of the Southern Border. They have labs nearby where they make drugs to sell into the U.S. Mexico, one of the most dangerous country’s in the world, must eradicate this problem now. Also, stop the MARCH to U.S" Trump tweeted.

Just last week, Trump claimed that Mexican soldiers pulled their guns on U.S. troops "as a diversionary tactic" to cover for drug smugglers.

Two U.S. soldiers were stopped earlier this month by Mexican soldiers who thought they had mistakenly crossed the border, at which time a Mexican soldier reportedly confiscated a service pistol from one of the troops. The majority of drugs crossing the U.S.-Mexico border covertly enter at legal ports of entry.

In a second tweet Monday, President Trump repeated calls for Democrats to back tougher immigration laws. "If the Democrats don’t give us the votes to change our weak, ineffective and dangerous Immigration Laws, we must fight hard for these votes in the 2020 Election!" he wrote.

Dipo Olorunrinu, the only Peoples Democratic Party (PDP) member in the Lagos state house, has defected to the All Progressives Congress (APC).

Olorunrinu, who represented Amuwo-Odofin constituency I, lost his re-election bid to Mojisola Alli-Macaulay, APC candidate, in March 9 house of assembly election with just 278 votes. He, however, vowed not to challenge the result at the election tribunal.

The lawmaker informed the house of his defection on Monday at the plenary through a letter titled: “Letter of Defection from PDP to APC,” and addressed to Mudashiru Obasa, the speaker.

The letter was read by Azeez Sanni, the clerk of the assembly. Olorunrinu had earlier said that in 2015, there were eight PDP members in the house but seven defected, adding that, in all sincerity he doesn't have any regret. He said he was happy to still find himself in the midst of great administration.

Olorunrinu apologised to the speaker for his late defection. He said he has spoken with his constituents, stakeholders of different cadres on the decision to join the “moving train”.

The speaker welcomed Olorunrinu to APC and commended him for his decision while other APC lawmakers also received the defector into the party.

Two arrested over photos of Emiliano Sala's body in the morgue which was shared online

A man and a woman have been arrested after photos purportedly showing Emiliano Sala's body lying in a morgue were shared online.

The woman, 48, and man, 62, were arrested in February after they allegedly obtained the pictures of the footballer’s remains. Their arrest has just come to light after one of the images was made public.

The photo allegedly shows the Argentinian striker’s remains at the Holly Tree Lodge mortuary in Bournemouth after the star’s death in a plane crash.

Wiltshire Police said: "There is no evidence to suggest a break-in at the mortuary, and no evidence to suggest that any staff from the mortuary, or indeed any other council employees, are involved in any wrongdoing."

The suspects, both from Wiltshire, were arrested on suspicion of unauthorised access to computer material.

A file of evidence has been sent to the Crown Prosecution Service (CPS) to decide if it will bring criminal charges, said Detective Inspector Gemma Vinton.

Ms Vinton added: "My thoughts remain with Emiliano’s family for the pain they have endured throughout the last three months, and who should not have to go through the additional anguish of knowing such distressing images have circulated on the internet."

According to Metro UK, Linda Barker, head of bereavement services at Bournemouth, Christchurch and Poole Council, said: "We have been working with Wiltshire and Dorset Police to ascertain how images from Holly Tree Lodge mortuary were obtained.

"Maintaining the private and respectful environment of the mortuary remains an absolute priority."

Boko Haram members earn $3,000 daily but Nigerian soldiers get N1,000 - FG official, Sidi Ali Mohammed says

A member of the Presidential Committee on the North East Initiative (PCNI), Dr. Sidi Ali Mohammed, has disclosed that Boko Haram members receive as much as $3,000 daily which he claims serves as payment for carrying out terrorist attacks in the North-East since 2014.

Mohammed made this disclosure at the Presentation of the International Monetary Fund (IMF) Sub-Sahara Africa’s Economic Outlook Report, in Abuja on Monday April 29th.

According to Mohammed, the payment makes the N1,000 daily allowance paid to Nigerian troops at the war front ridiculous.

“I will give you an example. The Nigerian military for example, gets N1, 000 per day for being in the North East, at the war front, as an allowance. The same North-East, where if you are a member of Boko Haram you get $3,000 per day as allowance. So it is lucrative. Sometimes, they even give you money upfront. So we must do something about the youth from where they are recruiting.” he said

Shell on challenge is the latest challenge to hit the internet and doctors are warning of the dangers

The latest challenge to hit the internet is the "shell on" challenge. This challenge sees children eating food with the wrap or shell on just to go viral.

The new social media craze has been attempted by a number of people and they filmed it and shared online.

Some of the teenagers are seen eating food together with the plastic bag it came with after their friends challenged them to swallow things like banana peels, cardboard and cores of apples.

Liam Hamm, a pupil at McClintock High School in Tempe, Arizona, was filmed on Snapchat swallowing carrots and their packaging.

The video was captioned: "Y’all eat your carrots without the shell?"

Speaking to the Democrat and Chronicle, the boy said: "It just looks funny, because it’s not really a shell but people are calling things shells. I guess that is what’s funny about it."

The "Shell on" challenge replaced the "Tide Pod" challenge, which saw people eating laundry detergent pods.

As the challenge gains momentum, doctors have warned teenagers not to eat plastic. But this warning hasn't stopped people from filming themselves doing the challenged and sharing online.

P!nk reveals she's had multiple miscarriages since she was a teenager

Pink has spoken out about the secret heartache of having a miscarriage at the age of 17.

While addressing lyrics on her album Hurts 2B Human, the 39-year-old singer said she was prepared to have the child after falling pregnant as a teenager. But she lost the baby and has lost "several" other pregnancies since then.

Pink, who is now a mother-of-two, said she felt like her body was "broken" and "hated her" because it failed to give her a child.

In an interview with USA Today, Pink said: "I’ve always had this very tomboy, very strong gymnast body, but actually at 17, I had a miscarriage.

"And I was going to have that child. But when that happens to a woman or a young girl, you feel like your body hates you and like your body is broken, and it’s not doing what it’s supposed to do.

"I’ve had several miscarriages since, so I think it’s important to talk about what you’re ashamed of, who you really are and the painful s**t."

On the song Happy, Pink spoke about hating her body and feeling like her body hated her since the age of 17.

Pink first spoke about having a miscarriage in 2010 on The Ellen DeGeneres Show. At the time, she was pregnant with her daughter Willow and she was nervous about losing her.

Willow was later born in 2011. She also went on to have son Jameson in 2016.

Two children, aged 3 and 4 tortured and starved by their aunt in Edo

Human right activist, Kola Edokpayi and his team have rescued two malnourished young children allegedly tortured by their aunt in Edo state.

According to the activist, the aunt took charge of the children after their parent's marriage fell apart and their mother absconded. Read report below:

The National Secretariat of the Joint Legal Action Aids (JLAA) where I am the State Coordinator instructed me to handle a matter where two kids were maltreated in the most barbaric and primitive manners by their Aunty who took charge of the kids after the marriage of their father and mother ended in marital imbroglio where the father and mother absconded to unknown destinations leaving their children to suffer in the hands of aunty.

We immediately contacted the person that reported the matter to our National Secretariat who gave us the description of the residence where the children were taken to in the interest of security.

Our investigation reveals that the kids were tortured by their Aunty in the most inhuman and callous manners and starved them on daily basis which made them look like kwashiokor.

Joint Legal Action Aids (JLAA) has volunteered to take the necessary legal steps possible to ensure that the culprit is brought to justice so as to serve as deterrent to the Jezebels that take delights in encroaching on the rights of Children.

Our cardinal responsibility is to defend the rights of the poor in our society as God loves the poor people that is why He created them so many.

Face coverings banned in Sri Lanka to prevent terrorists hiding their identities

Henceforth, it will be illegal for people to wear items of clothings that cover their faces in Sri Lanka

Following the multiple terror attacks on Easter Sunday and the explosions and shootouts that broke out on Friday, Sri Lanka government has issued an emergency law making it unacceptable to wear clothings that hides the face.

The new rule came into effect on Monday, eight days after the Easter bombings of churches and hotels that claimed the lives of more than 250 people at several locations. The law banning face veils was brought in at the orders of President Maithripala Sirisena who has been warned that more militants remain at large despite multiple arrests made.

Asidea the banning of face veils, a number of other measures have been taken to avoid another terror attack. Catholic Masses have been banned for the moment.

Sri Lanka’s Catholics yesterday celebrated Mass in their homes by a televised broadcast as churches across the island nation shut over fears of militant attacks.

FFK comes hard on lawmaker, Femi Gbajabiamila, for sitting at the feet of a Fulani Islamic scholar (photo)

Former Aviation Minister, Femi Fani-Kayode, has slammed member of the House of Representatives, Femi Gbajabiamila, for sitting at the feet of a Muslim cleric.

Posting the photo above, FFK wrote;

Hon. Femi Gbajabiamila, a Yorubaman and a three-term member of the Federal House of Representatives who wishes to be elected Speaker, sitting at the feet and clinging to the thighs of a Fulani Islamic scholar by the name of Sheik Dahiru Bauchi.

Has it really come to this? Do we have to sink to this level? Must we bow before them? Is it not better to die a free man than live a slave?

Some have argued that Femi did this because he is a Muslim and that he was merely displaying his deep respect for a northern Muslim cleric.

I find this contention, at best, intellectually dishonest and, at worst, specious and disingenious. It is also a pernicious lie that seeks to mask the bitter truth.

The question is whether any leading Fulani politician would ever crawl before, kneel at the feet of and grab the thighs of any Yoruba Muslim cleric or Sheik simply to win his support for any position?

I doubt it very much given the fact that Fulani Muslims do not even allow Yoruba clerics to lead prayers in mosques in the north.

The Yoruba Muslims in the north are compelled to open their own "Yoruba Mosques" where they can lead in prayer but they cannot lead in any mosque that the Hausa Fulani attend.

This is the case despite the fact that Islam came to the Yorubaland, through the Turkish traders, a good 400 years before it arrived in the northern region of what later became Nigeria through Usman Dan Fodio.

I have known Femi for over 40 years and I have always loved and respected him. I still do. And as far as I am concerned politics can never come between us. But the Femi in this picture is not the Femi I knew, loved and grew up with in old Lagos.

That Femi would NEVER bow or kneel before ANY man for ANY reason. That Femi was a man of honor, self-respect and dignity who put his family and tribe before anything or anyone else.

That Femi was one of the most brilliant minds of the new generation of young political leaders that emerged in the late '90's and that went on to do great things and achieve so much for their people and country.

Nothing could intimidate him and no-one could buy him. And neither would he ever beg or crawl before anyone or grab their thighs and knees in desperation.

Sadly things appear to have changed. May God deliver us! I still believe that he would make a great Speaker of the House of Reps and that he deserves the position.

I do not however believe that he ought or need to sell his soul or conscience for it. The Femi that I know is just too big and too good for that!

Let us remember the celebrated words of the late Leader of the Yoruba, Chief Obafemi Awolowo. He said, "Kaka ka dobale fun Gambari ka kuku roju ku" (meaning "We the Yoruba would rather die than bow down to the Fulani").

Those were the words of a courageous man and an insightful leader. How I wish we had more of such leaders in Nigeria today.

24-year-old man kills his 65-year-old dad in Anambra, sets his corpse ablaze

The police in Anambra state are currently on the trail of a 24-year-old man identified as Abuchi Onuorah, for allegedly killing his 65-year-old father, Onyiauke Onuorah, in Nando, in the Anambra East Local Government Area of Anambra State and setting the corpse ablaze.

A family member said Abuchi killed his father over suspicion that he was responsible for the death of his 51-year-old mother.

“The deceased was killed by his son. He claimed that his father was responsible for the death of his 51-year-old mother, Okwundu Onuorah. The deceased was alleged to have used diabolical powers to inflict disease on his wife for flouting his order not to attend the Omugwo (maternity treat) of their daughter, who was recently delivered of a baby. Onyiauke threatened his wife that if she went for their daughter’s Omugwo at Nteje, she would not come back alive. But the wife went against his order.

During the visit, she was struck by a strange ailment and she died two days later. Before her death, the woman revealed to her children how their father threatened to kill her through diabolical means if she dared to visit their sister that put to bed. So, when she eventually died and the message got to her children, one of her sons, Abuchi, dashed to their father’s room, dismembered him with a cutlass and poured petrol on his remains and set them on fire'' the family member told Southern City News

Sick photos of Emiliano Sala's body lying in the morgue is posted online and sparks outrage

Photos of footballer Emiliano Sala’s body lying in a morgue have been shared on social media and this caused an outrage.

Governor of Gombe, Ibrahim Dankwambo imposes curfew on the state capital following a clash between thugs and Christian youths

Governor of Gombe, Ibrahim Dankwambo imposes curfew on the state capital following a clash between thugs and Christian youths The Gombe State Government has imposed curfew on Gombe, the state capital, after an incident involving Christian youth and some youth in the metropolis on Saturday morning. According to a statement issued by the Acting Secretary to the State Government, James Pisagih, Governor Ibrahim Hassan Dankwambo had approved the imposition of the curfew in Gombe metro with immediate effect to douse tension. “The curfew will start from 3pm Saturday to 6am on Sunday (tomorrow), however the situation will be review after the restoration of normalcy,” the statement said. Adding that only security agencies and other workers on essential services are allowed any form of movement during the duration of the curfew. The curfew was imposed following a clash between Christian youth and some thugs on Saturday morning. The state government and the Christian Association of Nigeria (CAN) had organised a mass burial for the eight children killed by a security agent last Sunday. The mourners closed all the roads leading to the Gombe Specialists Hospital where the remains of the victims were kept and the CAN centre, venue of the church service for the deceased. According to witnesses, the closure of the roads led to heavy traffic jam in the areas which made residents to open the roads to traffic, however the action was perceived by the Christian youths as threat to the burial ceremony. The members of the Boys Brigade, not satisfied by the action, blocked the roads leading to the state from Kano and Yobe States, brandishing weapons and threatening to deal with anybody who attempted to open the roads. However, security agencies were mobilized to the affected areas and they have prevented any breakdown of law and order. But the Police Command Public Relations Officer, SP Obed Mary Malum said a curfew was advised to be imposed on Gombe metropolis, after a security meeting, to arrest the situation and prevent further breakdown of law and order.

Controversy trails Shari’ah court’s judgement on three rapists by simply fining them N7,000 each

The decision of an upper Shari’ah court sitting in Tudun Wada, Zaria, to sentence three rapists to one year imprisonment with an option of N7,000 fine has generated controversy in the ancient city.

The judge of the court, Malam Iliyasu Muhammad Umar, during the ruling said the prosecution led by Sergeant Adamu Yahaya, convinced the court, therefore the three suspects will serve one year jail term or pay N7,000 fine with 20 strokes of the cane.

While presenting his case at the court, Prosecutor Yahaya said the offence committed by the suspects contravenes sections 222 and 117 of the Penal Code. According to investigation, the trio, Hassan Suleiman, Ibrahim Usman and Adamu Audu, lured their victims of between nine and ten years while on the way to school, while Hassan Suleiman and Ibrahim Usman used to intercept the 9-year-old girl on her way to school and rape her. Adamu Audu’s victim is the 10-year-old girl.

The two girls are both attending an LEA Primary School in the Tudun Jukun area of Zaria. According to the officials of a voluntary community association, Gyara Kayanka, who arrested the suspects, the rape of the victims had been going on for many months before the suspects met their waterloo.

Many residents of Zaria and human rights activists have condemned the verdict of the judge, especially that he did not support his decision with any provision of Islamic jurisprudence, as Shari’ah is the status of the court. Kaduna State Commissioner for Women Affairs, Hafsat Mohammed Baba, when contacted said the new law being used in the state says thus:

“Section 31; (1) No person shall have sexual intercourse with a child. (2) A person who contravenes the provision of subsection (1) of this section commits an offence of rape and is liable on conviction to imprisonment for life. (3) Where a person is charged with an offence under this section, it is immaterial that:

“(a) the offender believed the person to be of or above the age of eighteen years or age of puberty; or (b) the sexual intercourse was with the consent of the child. (4) “Notwithstanding any enactment or rules of law to the contrary, reliable medical, scientific or other physical electronic evidence of rape shall be sufficient to secure a conviction under this section; consequently, the prosecution and the court may dispense with the oral testimony of a parent or of the child victim.”

She said her ministry would follow up the case to ensure justice is served, saying that the verdict of the court would only encourage rapists. The District Head of Tudun Jukun, Zaria, Alhaji Jibrin Yakubu, urged parents to always monitor the movement of their wards. “School authorities should also interrogate those pupils that report late to school.

"This can assist in tracing this type of attitude and those engage in it can be easily exposed,” Alhaji Yakubu said. The Prosecutor, Sergeant Yahaya, said the charges prepared against the suspects were on “procration of a minor” not rape, saying that there is a difference between the two. However, Hajiya Hafsa had debunked the position of the prosecutor, saying that the two are the same, and the law has provided for stiffer punishment.

Journalist, Simon Ateba, shares nice experience with some Nigerian women he met in the US

Journalist, Simon Ateba, who is based in the US, met some Nigerian women in the subway and shared his heartwarming experience with them. Read below

I just met 6 Nigerian women from Ogun State. Because they seemed a bit lost in the subway, and were speaking Yoruba, I knew those were my people. So I took it upon myself to direct them. After all the good things Nigeria did for me, this was too little to pay back. It turned out that one of them almost married my former boss at the News Magazine in Lagos, she told me. It was their reunion 40 years after high school. I told them I was born in Cameroon but adopted by a Yoruba family from Osun State called the Onis. I told them one of my best friends is Yoruba and hey, I was just with your governor recently at the White House when he accompanied the President and met with the President himself in New York last September. Convinced I was one of them, they agreed to take a selfie with me. I am now Nigeria's best ambassador in the world. I am an umpaid ambassador because they paid me for 10 years. I thank God.
